Privacy Policy

Shibuya Innovation Institute (hereinafter referred to as "SII") is a public-private-academic-civil co-creation organization established by Shibuya City. It aims to realize the future vision set out in Shibuya City's Basic Plan, fostering innovation unique to Shibuya City as a globally-minded and diverse community, and enhancing the well-being and civic pride of its residents.

SII handles personal information in compliance with the Act on the Protection of Personal Information (hereinafter referred to as the "Personal Information Protection Act"), other laws, regulations, guidelines, and the SII Privacy Policy (hereinafter referred to as "this Privacy Policy"). When entering your personal information, please confirm the following content and provide your consent before proceeding.

1. Definition

1. Personal information refers to information relating to an individual which can identify a specific individual through the name, date of birth, telephone number, address, career history, email address, or other descriptions contained in that information (including information which can be readily cross-referenced with other information to thereby identify a specific individual).
2. Personal data refers to personal information that constitutes a personal information database, etc.

2. Specification of Purpose of Use

SII shall acquire personal information by proper and fair means within the scope necessary for its business operations and shall use such information only to the extent necessary to achieve the following purposes. Furthermore, when handling personal information beyond the scope necessary to achieve the stated purposes, SII shall obtain the consent of the individual concerned, except in cases listed in Article 18, Paragraph 3 of the Personal Information Protection Act.

  1. Operation and management of joint projects with Shibuya Ward
  2. Communication with customers, provision of various information, and customer management
  3. Exercise of rights or fulfilment of obligations under the Act on General Incorporated Associations and General Incorporated Foundations and other laws and regulations
  4. Responding to customer inquiries or requests
  5. Management of SII's receivables and payables and collection of receivables
  6. Safeguarding of information systems, information assets and business property, and security management of SII facilities
  7. Information on various events, seminars and exhibitions, along with the provision of diverse information
  8. Market research, aggregation of information pertaining to individual customers and data analysis including the designation of such information, research and development of new products and services through the implementation of surveys, and quality improvement.
  9. Research conducted in collaboration with other businesses, research institutions, etc.; the development of new products and services; and the improvement of product and service quality (including cases where data analysis is performed involving the aggregation of information relating to individual customers and the cross-referencing of such information).
  10. The performance of commissioned tasks when entrusted with the processing of personal information by other organizations
  11. Other duties incidental to items 1 to 10 above, and the performance of duties necessary for the proper and smooth execution of SII's business operations.

3. Regarding the provision of personal data to third parties; SII shall not provide personal data to third parties without the consent of the individual concerned, except in the following cases:

  1. Where provision is permitted under the law
  2. Where necessary for the protection of a person's life, body or property, and where it is difficult to obtain the consent of the individual concerned
  3. Where it is particularly necessary for the improvement of public health or the promotion of the sound development of children, and where it is difficult to obtain the consent of the individual concerned.
  4. Where cooperation is necessary for the execution of duties prescribed by law by a national agency, local public entity, or a person entrusted by them, and where obtaining the individual's consent may impede the execution of such duties.
  5. Where the third party is an academic research institution or similar organization, and where such third party needs to handle the personal data for academic research purposes (including where part of the purpose for handling the personal data is for academic research purposes, except where there is a risk of unduly infringing the rights and interests of individuals).
  6. Where necessary for the performance of SII's business operations, to the extent required when providing such data to contractors (see "4. Outsourcing of the Handling of Personal Data and Specified Personal Information, etc." below).
  7. Where personal data is provided in connection with the succession of business operations due to a merger or other reasons
  8. In cases of joint use with Shibuya Ward (see "5. Joint Use with Shibuya Ward" below).

4. Regarding the Outsourcing of Personal Data Handling

SII may outsource the handling of personal data to external parties to the extent necessary to achieve the purposes of use. When SII outsources the handling of personal data to external parties, it shall establish selection criteria for outsourcing partners, select appropriate outsourcing partners, conclude outsourcing agreements, and exercise necessary and appropriate supervision over outsourcing partners, including verifying their information management systems covering the handling of personal data.

At SII, we entrust the handling of personal data in connection with operations such as the following.

  • Preparation and submission of payment statements and related documents
  • Operations and maintenance of information systems

5. Regarding the Joint Use Arrangement with Shibuya Ward

SII shall jointly use personal data with Shibuya City as follows, in accordance with its founding purpose.

    1. Purpose of Use

For the same purposes as those stated in items 1 to 11 of the above section 2

2. Items of personal data

  • Your personal data (name, address, telephone number, email address, gender, date of birth, etc.)
  • Personal data of individuals who have made inquiries or requests to SII (name, address, telephone number, email address, gender, date of birth, content of inquiries or requests, etc.)

3. Businesses and other entities sharing resources

  • Shibuya City

6. Handling of Sensitive Information

SII shall not use sensitive personal information, nor information concerning trade union membership, family background, registered domicile, health and medical information, and information concerning sexual life (excluding information publicly available from the data subject, national agencies, local public entities, academic research institutions, etc., as listed in Article 57, Paragraph 1 of the Personal Information Protection Act or Article 6 of the Enforcement Regulations of the same Act, and excluding information that is outwardly apparent and obtained by visually observing or photographing the data subject). shall not be acquired, used, or provided to third parties, except as stipulated by the Personal Information Protection Act, other laws and regulations, or guidelines.

7. Handling of Personal Information of Minors

Personal information concerning minors under the age of 18 must be provided only with the consent of a parent or guardian.

8. Handling of Anonymised Processed Information

SII shall create anonymized processed information as follows and provide it to third parties. Furthermore, SII intends to continue creating similar anonymized processed information and providing it to third parties going forward.

1. Items of personal information contained within anonymized processed information

Gender, year of birth, residential area, nature of inquiry or request, etc.

2. Method of Providing Anonymized Processed Information

Sending via email, delivery of external storage media such as USB drives, uploading to a server

3. Measures necessary to ensure the proper handling of safety management measures and other requirements at anonymization processing facilities

SII has taken the necessary measures in accordance with Section 9: Security Management Measures.

9. Safety Management Measures

SII shall take necessary and appropriate measures to prevent the leakage, loss or damage of personal information it handles, and to otherwise ensure the secure management of personal information. 10. Notification, Disclosure, Correction, Suspension of Use, etc. of Retained Personal Data under the Personal Information Protection Act

SII shall take necessary and appropriate measures to prevent the leakage, loss or damage of personal information it handles, and to otherwise ensure the secure management of personal information.
