Our mission is to explore how technology can contribute to human-centered prosperity—in cities and society at large—to realize the future laid out in the Shibuya City Basic Concept.
We work towards a society where each individual can proactively choose what they value, as well as how they learn, work, enjoy life, and engage with the people around them.
We are exploring better relationships between people and technology by treating Shibuya as a living lab, implementing a range of initiatives to shape the future of cities.

The Lab program views all of Shibuya as a single, living R&D workshop; conducting research and testing to explore the future of cities across themes such as public space, culture, and well-being.
We perceive technology as a “device that amplifies human richness,” experimenting with new forms of public life and cultural possibilities born from Shibuya's unique diversity of values and lifestyles.


The Co-Creation Project is where partners and startups collaborate to solve urban challenges and implement technological changes in society.
Voices from industry, government, academia, and the public are placed on equal footing; merging corporate insights, administrative perspectives, practical citizen knowledge, and researcher expertise, into gestalt value.


Against the backdrop of Shibuya's internationalism and diversity, our startup support program empowers the next generation of innovators. By creating opportunities for entrepreneurs to connect, providing ongoing support, hosting pitch events, and fostering community ties with the local area, we cultivate an environment where the next crop of entrepreneurs thrive—while retaining our uniquely Shibuya flavor.
