The Co-Creation Project is an initiative that fosters innovation unique to Shibuya, based on collaboration between industry, government, academia, and the community.It is formed by partners wishing to participate in supporting start-ups, promoting internationalization, and enhancing the quality of life for Shibuya residents. To date, it has overseen initiatives where large corporations, government bodies, local stakeholders, and start-ups have collaborated to tackle regional challenges.

Corporations and organizations that have joined at this level receive:
Countries, local authorities, universities, research institutions, etc., which have joined in support of the objectives of this organization
Among the start-up companies certified by Shibuya Ward, those corporations and organisations that have joined in support of this organisation's objectives
