The Shibuya Innovation Institute (SII) will run a proof of concept with startup companies as part of the “Project to Address Public Drinking” launched through a public-private partnership between Shibuya City and private enterprises Tokyu and NTT East.
1.Project Objectives
This initiative aims to collect data and implement safety measures to develop policies that provide a safer and more comfortable environment around Shibuya Station, thereby enhancing the well-being of local residents.
The project will demonstrate new approaches that could become standard solutions for urban social issues. These approaches are supported by Shibuya City’s declaration of aiming for "zero nuisance public drinking.”
2.Background
Public nuisance drinking has become entrenched around Shibuya Station, leading to escalating problems such as litter and noise pollution. Consequently, an ordinance prohibiting year-round alcohol consumption in public spaces came into effect on 1 October 2024. However, individuals drinking on the streets continued, necessitating nightly patrols.
Therefore, it was decided to explore new solutions by utilizing startup technology, while also enhancing the efficiency of existing security measures through collaboration with the existing countermeasure team.
3.Project Overview
This project will utilize behavior recognition AI to assess the current situation of street drinkers and enhance security efficiency with the cooperation of the Shibuya Centre Shopping District Promotion Association.
Security cameras will be installed on streetlights around Shibuya Station to detect lingering individuals, such as those drinking alcohol on the streets.
By sharing anonymized information with patrol teams in real time, we aim to reduce the number of such individuals and enhance the efficiency of security operations.

VIE: Investigation of support for voluntary restraint requests using neuro-music
